Hi-Vis Tree

We have loads of people in the central city of Christchurch wearing Hi-Vis gear, now we have this tree.
It is on the corner of Cambridge Terrace and Manchester Street where the Canterbury Manufacturers' Association building used to be.
The tree has been swathed in orange fluro material, and a parachute over the top.
This has been done by the same artist who painted 185 white chairs, representing the people killed in the Central City.
I am not sure exactly what this represents, I am sure someone else will tell me.
