Too cold for snow

My grandfather used to say "its too cold for snow". A curious, and I'm sure, scientifically inaccurate expression. He knew all about the cold though, having been on the Arctic convoys to Murmansk in the Second World War. We have had only the lightest dusting of snow down here in the soft south but, as these icicles show, it has been moderately cold.
