Fishing from the wharf

We saw this man drive down the road on his motor scooter overloaded with fishing equipment.  His chair was strapped on the back, his two fishing rods like flag poles attached to his handle bars and other equipment on the seat behind him.I'm sure he wasn't legal. By the time we tracked him down at the wharf he had unloaded and was having some success catching fish.
