Scarecrow?

I would like to know what the apparatus is that is attached to the street light.

The small panel must surely be  solar panel to power the other device.

Is it a camera, a spotlight, a siren, protection for the goats roaming the cliff beneath...?

The lower item points almost out to sea and I have no idea what practical use it offers.
