Filling space

There are about six of these flower cases placed around a square which used to seat customers from Coffee 1. All seating throughout our town centre, indoors, has been removed. There are notices advising you to keep moving following the arrows and not to stop and have conversations.
All I wanted was a saucepan which was not too heavy and a decent size, and my scales have died - did not get the former and never saw any scales.
