Designed by Scottish Architect William Young in Victorian style and inaugurated in August 1888, the exterior is in the  Beaux arts style incorporating Italianate styles.  The ornate decoration was used to illustrate the wealth of the Second City of the Empire.  The interior is equally ornate.  This building has appeared in film as a stand in for the Kremlin in "An Englishman Abroad", as the Vatican in "The House of Mirth" and more recently in the television series "Outlander".    Thank you Google for the details
