Why are there no pigeons?

This used to be a rare sight in London but is beginning to become slightly more common, although tourists certainly stopped to stare.

Judging from the lack of pigeons outside Westminster Cathedral, the falconer is clearly doing a great job. I have to confess though I have no idea what type of bird of prey this one is. A Harris Hawk perhaps.
