Mystery box

Saw this when in the West End today. Not sure what it was for. It has the Glasgow Corporation coat of arms on it. Could have been the Lighting Department or Transport ... something to do with the trams.
Trying to find out what it could be but no results yet. If I do get an answer, I'll let you know.
