Lantern?

It's actually an outdoor ashtray in one of the outdoor smoking areas installed recently by NHS Grampian on its Foresterhill Health Campus to create 'fresh air zones' around the doors of hospital buildings by obliging smokers to pursue their interests elsewhere on campus.

But I reckon the design would only need to be re-worked slightly to create some interesting outdoor lighting.
