Good News! Road Resurfacing!

I haven't seen a sign like this before - but what a good idea - and I've seen several around our bit of the county recently (this one during our usual Sunday bike ride, taken earlier than usual today as thunderstorms are predicted later in the day) The puzzle is, though that they seem to be located on country roads where no-one would park anyway: one I saw is on a single track road with passing places!
