A better world is possible?

This is on a path in Bushy Park. I was cycling over it the other way and had to stop and turn round to read what it said. No idea who did it or precisely why as no evidence of any other graffiti etc anywhere in the vicinity.
A nice sentiment…..I wonder who wrote it and why?
