The railway swing bridge over the canal

In all truth, this is a bit of a back blip, but interesting nonetheless. The bridge swings several times a day to allow west and northbound trains to trundle through. Why the big red dot? Choose from these alternatives.
1. The bridge was a gift from Japan.
2. The dot marks the exact centre of the bridge.
3. Train driver stop now!
