Storm water

This has been going on for some weeks. A truck arrives and off loads these big pipes. Some days or weeks later they disappear, presumably taken to wherever they are to be buried. We are told they are for storm water.
 
I felt sorry for these chaps and girls today, unloading the pipes in the pouring rain and the mud. There is a lot of storm water sloshing around in our local streets at the moment. Will that improve when they get those pipes installed?
