Passive aggressive note

A car parked near ours with their alarm repeatedly going off yesterday.  Today I saw this note stuck on the windscreen.  Not sure it was every 20 minutes; more like every 2 hours. 
The front windscreen was damaged, and the driver's window was wide open.  I suspect a dumped stolen car.
