Cry Wolf

This mural is a bit confusing to me.  It seems like two separate pieces, yet the black clouds continue beneath the wolf? coyote?  I found no artist's signature so my research is thwarted..  

Anyone want to share their interpretation?  Of course I could venture a critique, but I believe art is in the eye of the beholder.
