Is Paris "cooked"?

I'm at the start of a long work trip, launching from Paris, and have been reading an interview with William Gibson, who thinks it is...."cooked" in the sense of "made" and unchanging. If you love Paris, and i do, and so does Gibson, does it make a difference? I don't know. And maybe it's just cooked on the outside.
