at King's Lynn port, the water is the tidal river Great Ouse. The gulls were excited by something out of sight, possibly spilt grain which is exported.

The river flows NNE at this point heading to The Wash and North Sea. If you do look at the satellite view on the map the marker shows where I stood, looking SSW and the sun was out of shot to the upper right. The target-shaped tops of some grain silos are clearly visible. The clarity of the satellite image is remarkable.
