No idea

As I walked down the docks at the marina, all the seagulls flew away, but this guy didn’t. He was hanging out with the seagulls but when they left, he waited around a bit so I could take his picture and then flew away. I have no idea what it is , the beak looks like it may be a small duck. it was very cold and windy and I had a hard time steadying my camera to take the picture.
