What can it be?

You could be watching Topkapi, and on the screen is one of those (then) fashionable cinematic swirls of psychedelic smoke which clears to reveal a nervously sweating Peter Ustinov as an ineffective Englishman. That's a travesty of a role for a former MI5 officer, and multilinguist of Russian, German, Polish and Ethiopian descent.   Still, he won an Oscar for it.

Or, if we're onto psychedelia, it could be the atmosphere of one of those London nightclubs one used to frequent around 1966-67. You didn't have to smoke anything, just inhale as you walked through the door. The music was good though. The dancing, sort of wavy.

Or ... it could be this stone floor, Indian slate, which seems to swirl the more you look at it in an unfocussed way.
