Diaspora-Driven development?

I hadn't taken any pics today, but felt this bit from the Sunday Times/ Malawi was a story worth spreading.
I never expected to feature anything by David Cameron but in this case I fully agree with his sentiments. Disapora-driven development has a seriously better chance of success than the top-down bureaucratic bunglings of the past 50 years.
Irish emigrants did this in the Early 20th Century and it made a huge difference.
This type of transfer of funds to Africa has gone from 11 millon dollars in 2000 to 60 billion in 2012 (on which the banks deducted/stole 7 billion!!)
Another little fact: the World Bank lost 100 billion in 2004 due to corruption (US Senate hearing)
