Water

I have not seen this done before but this guy was spraying water with a high pressure hose at the mud which has been building up here,  presumably all this mud is affecting the boats as they come in and out of Kingholm Quay's tiny harbour.  I think it will take him a while to shift enough mud to make a difference but if it helps that is the main thing.
