Pavement Shrine.....

..... or protest?

I see this shrine (it what ever it is) nearly every day and it's hard to work out what it is even though it features people killed or lost over the last decade or so.

Last time I blipped it someone was with it but now it moves around the Strand a lot. It fascinates me as well as troubles me so maybe I should try and find out more about it?
