Road or Stream?

This walk isn't far from our front door, but it's up a steep hill for about 300m, followed by another 300m down a steep (this time slippery) hill.  It's delightful in its seclusion, and the very narrow lane is often covered in mud, as well as the torrents flowing down the road, a gradient of about 15%.  But someone lives at the end of this road, and that house wasn't cheap when it was sold a couple of months ago.  I just hope that the road is the responsiblity of the Council, not of the property-owner, as the frequent flood of water erodes its surface pretty badly.
