Unknown Plant

Spotted this plant today at the bottom of the garden.  I thought it was a weed of some kind, but T assures me it is not a weed, that he planted it long ago.  He doesn't know what it is either.  Perhaps someone out there in Blipland knows.
Bitterly cold today, tried to rain a couple of times but not amounted to anything.
