Pedestrian bridge, Basingstoke

Late evening sunshine partially illuminates the outside wall of the shopping centre. I never noticed before that there is a row of mostly bricked up windows. What was going on here? Did they all start out with glass? Were some bricked up to keep out the sun or in fear of a reintroduction of a window tax.
