water fortune-telling paper

One of my close friends from high school, who now lives in Kyoto, sent me this picture. She said she had captured it at Shimogamo Shrine. This seems to telling you how to use "mizu-mikuji" (a water fortune-telling paper), which is a kind of random fortunes written on strips of paper at shrines; as for this one, however, you cannot see what is written on your paper until you soak it in a nearby river. 

She sent to me because she thought I might be interested, not in the unique fortunes but in the English written on the paper.
