What is happening to this area?

Vandals have attacked these temporary traffic lights twice in a few days. Why?!  The lights have been invaluable in keeping this A road (A259) flowing as traffic inches over a one lane bridge. (Ridiculous that this bottleneck has not been fixed long ago.)  More here.

This is not long after disgusting graffiti was seen on the Martello Tower.
