So wtf is tifo?

And during the Cascadia derby today between the Caps and Portland, both sets of supporters unveiled their tifo aimed at stamping at homophobia, racism and so on. The tifos are designed to be best viewed from the opposite end of the stadium, (or on TV of course.)
I'd like to stamp out Portland based on the fact that they got an effin draw courtesy of a very blind ref who had his head up his arse for most of the game. How can you miss a player taking the lace out of the ball?
