Nest?

I came across this scene at a local beach this morning.  It was in a prominent place on the beach, which is fortunately fairly quiet most of the time, but it still seemed odd.  Would birds lay eggs out in the open like this?  Did someone else see the eggs and put the stones round about?  I don't know, but I did not see any birds nearby. and I took the photo and walked on.
