Hoary mullein

Verbascum pulverulentum. Apparently this Verbascum is specific to East Anglia, first recorded in the wild in 1670 http://www.norfolknature.co.uk/gallery-British-flowers-pages/British-Flowers-Hoary-Mullein.html
