Damage limitation!

It's not very elegant but I need to protect my baby plants from the rabbits. They don't seem interested in the mature ones, just those little ones that are already fighting the elements being thrown at us recently. I'm trying to give them a fighting chance. My idea is to have this little bed full of flowers next year so they won't be interested. Probably not much chance of that on either count! I would like a bed of plants that are pretty, smell lovely and don't grow much taller than 12-15 inches, not asking for much I know! Especially as they have to withstand harsh winters and then not so hot summers with wind and rain too. Oh well a girl can dream!
