This is well made and probably not available today.
NGWC = Newcastle and Gateshead Water Company, closed 1974 when the water industry was nationalised, now back into private (Chinese/Middle eastern) hands. 
E & F Turnbull are still trading in Newcastle as far as I am aware.
I like that the lid is on a hinge to aid inspection of the ‘meter’ below.
