Robinia pseudoacacia 'Frisia' dying?

Our Robinia pseudoacacia 'Frisia' tree (yellow leaves) is usually covered in foliage by this time of year.

It looks as if it is dying - can anybody advise? It may be because of all the wet weather we all had during the last year but I don't really know.
