This is a cooters nest. It is made of debris, that floats in the canals of Amsterdam.
The nest is made on the foil of a motor boat.
Most of the boat owners, like this one, don't use their boats when a nest is built. Even when the weather is finally really nice for a cruise down the canals and rivers.

You don't have to worry 'cause you have no money
People on the river are happy to give
