Out of order

Noticed we have this on our road but clearly the wires are dangling free. So not really a deterrent to fly tipping that I showed on the blip from the 8th Dec. 
Sent a message to the council who replied to say the road wasn't adopted by them. I'd be surprised if it wasn't so called them and they said they'd get back to me. Still waiting
