Toe Tag. Toe Tag?

You know those toe tags that they put on bodies in the morgue? Well, I think this is one.

It's kind of a strange thing to see when you're leaving the hospital. Not that I ever want to see one, but why is it on a parking abutment? I mean, it makes me wonder, "Where is poor Bertha? Why is this not on her toe?"
