Working theory on purpose: there is an outflow pipe at river level, in the middle. The rest of the structure could be seen to be holding up the slope at that particular point to prevent the outflow pipe being buried by slope slippage, bank erosion or other. The odd thing about the structure is that it is isolated, and there are plenty of other spots just up or down river where the slope/bank has collapsed, but those spots don’t have any protection. The only distinctive thing about this spot is the outflow pipe, hence my theory that the rest of structure must relate to that. 

The fact that I studied a university module in River Basin Studies in 1985/6 has been marginally helpful to me here :-)
