Underneath the bridge.

 I saw the bright light under the bridge and row of reflective bollards and very white bikes, and parts of disembodied bodies making shapes. 

It does tell a story as you guess or make up what the bits of people are doing - people are secondary to the shapes and light.
I saw the diagonals, the pieces of body from bottom right into the light and the rows of bollards meeting in the middle with very white bikes. 

Don’t know if it works but that was the intent in the photo. I like it :-)
