Is this a cheat blip?

A quick snap of the television screen from an ITV programme McDonald and Dodds. Filmed in Bath with some lovely scenes of the city.
This is one of my favourite seats overlooking the river and facing Pulteney Bridge.
In this scene it was being used by the policeman and the "baddie".
