Just do it?

I wondered today that when the government paused the recycling return scheme indefinitely, why didn't the shops that built these recycling points not just adapt them and get them working in the meantime anyway?
Expect they don't want to hit their bottom line by digging into their own pockets to encourage recycling regardless.
But I could just be overly cynical. I hear it is delayed until 2026 at the earliest and getting agreement between the 4 UK nations will probably drag on forever.
"Together, we can be GREENER everyday." Aye right, prove it.
Despair of humanity sometimes.
