Unity and Patriotism

This is on Cardiff City hall, there was a walking tour going on and I was eavesdropping while drinking my coffee, the sculpture is by Henry Poole early 1900's, depicting Cardiff's wealth and International importance at the peak of it's economic power, coal/Iron, or he said something along those lines

The symbolism is lost on me if I'm honest and it needs a clean
