It must have been so frustrating for the owner of this small piece of land, who is trying to clear it, to have to repeatedly also clear up someone else's poo.
I think it might be the owner of the double house that has recently been renovated.

The road surface near the campsite appears to be finished, they just need to tidy up the little piece of land near the slipway, for the swimmers.
