Fire damage

The abandoned and derelict units dotted around the outskirts around the city make for an arsonists playground. So many targets, so little fire! I don't know what would deter those looking for mischief other than occupying all these places with thriving business. But thats at best a very long way away. In my short lifetime I've never known any industrial estate or area to be thriving and at full capacity, to me it seems normal and right that they are to some extent abandoned/derelict/run down. There needs to be places to explore and things to discover in a city, and these are as much a part of it as anything.
