Neighborhood bear’s costume for April

At first I thought this was a work in progress. But after 6 days nothing has changed. Then it occurred to me that the greenery at the end of the bear was not a makeshift tail, but the top of a carrot! So I think the artist is celebrating the birth of all the baby bunnies this month.
