Packing

I was told that these were migrants from Venezuela who had been asked to move along to a 'holding station' on the south side of Albuquerque.  Immigration is a big topic in the U.S., especially along the southern border States such as New Mexico.  We need immigrants to fill open job slots, but they must be legal immigrants to control lawlessness.
