The Original Homeland Security

It was a day of parades and festivities celebrating our Independence...and there were photo ops at every turn. But in the midst of the Corrales Parade, was this figure from our past, and all I could think about when looking at him was he (or someone just like him) was the Original Homeland Security in this area.
