as seen from the first steel bridge in China, built by colonial powers about a century ago. foreigners could enjoy it to the heart delight, whereas if a Chinese national wanted to cross it, they had to pay. today, a sign at the entry says "foreigners don't have to pay".
just at the other end stands the former British consulate once famed for the sign "Chinese and dogs not allowed".
