What rank is this? Corporal?

I am used to streaks of the fields at the outside used for wild flowers for the insects. But not to this type of insignia.
I am not familiar with the ranks in the different armies and law enforcement officers, and definitely not with their stars and stripes, their signs. 
But I guess this is something like corporal?
