A minor disaster

We have waited patiently for some time for the dahlias to send up new shoots but nothing appeared. We dug the tubers up and found they were rotten, we are on heavy clay soil and we have had a very wet spring. We like to have some flowers at the front of our allotment so the blip is the choice for this summer.
Will they germinate and flourish in time?
