Artificial respiration

The city of Lappeenranta organized a competition for its residents on how to brighten up Maria's Square in the center of the city. One candidate was selected. In proposal there were roofs on the top of those swings, flowers etc...and here is the city's stripped down implementation of the winning proposal. I don't know if I should cry or laugh...
